Requirements

Depending on the nature and size of works, a dossier of application for construction permit comprises the following principal documents:

Legal documents (1 set):

Application for construction permit (original)
(in accordance with Form 12 Circular 10/2012/TT-BXD)

HEPZA Investment Certificate (Simple copy)

Land lease contract (an authentic copy)

Meeting minutes of on-site tittle plan verification (Simple copy)

Authenticated copy of land use right certificate

Certificate of fire prevention and fighting appraisal and approval (Simple copy)
(together with 01 copy set of drawings with approval seal affixed)

Approval of EIA report (Simple copy)

Statement of capability and experience of individual/organization responsible for the design (original)
(in accordance with Appendix 9 of Circular 10/2012/TT-BXD)

Practising certificate (an authentic copy)
of the individual/chairman responsible for the designs

Written opinions on conceptual plans

(made by investor to ensure safety for constructed building and neighborhoods; applied for interleaved construction with basement - if any)

Additional information

Within the scope of e-Regulations HCMC system, we only present the procedure of construction permit applied to investment projects have 100% foreign capital.
For projects that use foreign and state capital, other than above requirements, the investors might have to provide more documents as below:
- Decision on approving the project together with the written approval of the investment of the competent State agencies.
- Other relevant documents (if any)
The investors should contact Construction Department of HEPZA to get more information.
